Scottish Pipers Badge - unidentified

A large cast white metal badge with two original loops to the reverse. Circa 6.5cm tall. The Wellesley crest but with a Cross of St Andrew rather than St George on the flag. Probably band related. Discounted so far as being New Zealand Wellesley Rifles (thanks to James). Possibly band related. Canadian Pipe Band maybe?
