Victorian / Edwardian Pattern Scots Guards Brass Cap Badge - For Slouch hat?

An unusual cap badge with two lugs mounted to the top of the star and a sharp little brass hook at the bottom. It may have had lug removed further down, but it only looks like one. Most odd. This reminds me of badges worn by other units on the slouch hat. I wonder whether this was worn by the mounted infantry section of the Scots Guards which would date it to around 1895 and after. Any information welcome.
